Passer un ordre tactique. It seems to be an animation of how to deal in stocks. So something like "How to make tactical changes in your portfolio" (but I didn't spend long looking!).

tactical order

An order made for tactical reasons, as opposed to strategic reasons. What's the mystery?

Any kind of order a trader might use as a tactic would be a tactical order. It's not as if there is anything more to say, except to offer specific examples.
