English to Vietnamese Law/Patents Law (general)

Context:
Conflict counsel is a lawyer appointed by the public defender because the local office has some sort of responsibility to another defendant. An example is two people caught breaking into the same house. One will be represented by the local public defender and the other by conflict counsel. Another example is when the victim in one case being handled by a public defender is arrested for something else. Because the local public defender can't represent the victim in the new case, conflict counsel will be appointed. Conflict counsel can come from another office or might be a contract attorney. Either way they are paid by the public defender.
