Dear Asker, I'm not sure about that part. "check-books" is actually a part of the expression "voting with their chech-books". I tried to find its meaning, but seems that it involves a cultural meaning. Anyway, I'll inform you if I find anything about it!

What I foud out about "check-books" or, to be more precise, "to vote with their check books", is that it means "to support a candidate financially". The donation could be made via the Internet, and the amount is usually little, like about 10$ or so. I think Obama collected a great amount by this kind of support.
