"Care Package" indicates some kind of utensils or acessories used for care, maintenance and/or grooming, hence my translation "tilbehør", which literally means "accessories", but in this context it means " Things you need for the little Rascal."
'Rascal' is another term with a wide range of translations, but I take it that the original meaning " a person who does bad or dishonest things" does not apply as such here. I think The adjective 'little' acts as a modifier to the meaning, in that the Rascal is to be understood as a cute depiction of a kid who wants to bigger than he is. We do not have any direct counterpart in Norwegian, but we do call active little kids ' en røver', particularly if they're up to some mischief, although they'd NEVER commit any serious robbery, like the name hints.
