Just for your reference, this is how a 民间组织 gains its 法人资格 in the USA.

Many NGOs are not registared as an independent entity. They are generally just a network or a coalition formed among different entities and individuals. People involved takes turns to be the president or chair. These organizations generally have no permanant office and no executive directer.These are 民间组织 but these have no 法人资格.

After an NGO is registared to the goverment as a non-profit coporate entity, a 具法人资格的民间组织 is established, which is required to have an bank account, a tax exmption status, a permanant office, and a staff ( which contains at least one person, namely, an executive directer).
