Einberufen is to convene, but in this case it seems like erste and second Einberufung means there were two sessions of the meeting. But then I run into trouble with the times. If the first session was at four and the second session was at 4:30, then how can Mr. Tamale open the meeting at 4:50?

Tricky! This is probably a complete cop-out, but for want of a better suggestion, I wonder whether you might say "at 16.00 hrs in the first instance and 16.30 hrs in the seond instance in accordance with the terms of the invitation" - maybe they had to be separated initially for some reason?

.. para cumplir con los estatutos tenian que convocar dos veces, una vez a las 16.00. una segunda vez a las 16.30 (por falta de quorum probablemente) para abrir la sesión a las 16.50 (con quorum, probablemente)
