ejercer las acciones extrajudiciales

Las partes contratantes en caso de incumplimiento, tienen expedito su derecho para ejercer las acciones extrajudiciales o judiciales ante las autoridades competentes

I found ejercer una accion as "to bring an action" but I'm not sure how to translate extrajudicial here. Thanks in advance
