It’s the max amount you can take out that is taxed at the lower rate of 20 per cent. So you’d need to be more specific than you suggestion and say something like lower-rate limit or higher-rate threshold.

Far online is a good reference but I could not find this term or any equivalent term on the Skatteverket site. This could be 'cos the exact text is not translated though (I did find the official headings of form k10 on their site but not the sub-text)
