In view of the full and legalistic context of the posted original text, there seems to be a highly-possible error (mistyping) in one of the terms: "toll" should actually be "total".
Other legal documents and contractual agreements I have reviewed or otherwise have translated customarily contain the adjective-chain of "total and unconditional" etc...
