1949年から90年までに、「放射性降下物による汚染領域」である、「実験が行われた全期間を通じて住民の被曝線量が0.1レムを越える領域」に居住したり、労働に従事したり、もしくは軍役（徴兵を含む）についたりした市民が、「核実験被害者」であると、セミパラチンスク核被害者社会的保護法で規定されている。
「放射性降下物による汚染領域」と定めた地域の外側にもある一定配慮して、セミパラチンスク核実験被害者が、柔軟性をもって同法で規定されていることは、核被害地域を捉えるうえで、注目してもいいだろう。

It is used as the opposite of "stringently". To be inclusive of those who would otherwise be excluded is the purpose of defining the victims flexibly.
