It seems that this is the part where they explain that despite the fact that constitution was changed and now allows passing on citizenship, it is not applicable retroactively unless through a court decision. That's the gist. The first piece applies this notion to the civil status concerning nationality, and the second piece applies this notion (again), but to the actual person, and concludes the same thing.
