'Email' is an integral part of the phrase.
'core' is no doubt the name of a 'mailing list' of 'colaboradoes centrales/esenciales' - staff who are most directly concerned with/affect by the content of the message. I'm not sure how best to translate this, without more context.
ROW = 'rest of the world' --> 'todo el mundo'
I imagine 'ROW' is in fact something smaller than the 'real' ROW - the company's entire workforce, for example.
