There's probably a better way to translate this, but I'm sure that this is what it means --drugs that are cheaper because your health plan copays them.
I wouldn't use "valor añadido". They're not giving you more value, they're just cheaper.
Other options: medicamentos de coste reducido, medicamentos preacordados, medicamentos concertados...
