English term

"Chairman of the EU Military Committee to pay visit to Lithuania"

English to Lithuanian Other Military / Defense Communication
Can you, please, answer me, if this is the correct expression?
If YES, what its phrasal meaning REALLY is?
..and which fields is it mostly used in?

So sorry for the question, but me.. after 3 years of active translating experience, I gave up ... although nobody believes... in me... I don't know... for me it is not correct, but I DON'T like military field at all! THIS is my first and the last time I am dealing WITH solders, wars and armies :(((((

I will be grateful for your each and every valuable knowledge + opinion. THANK YOU so much!
