"Leistungsmessung" eine mit einem Leistungsmessgerät durchgeführte Messung zur Ermittlung der höchsten Monatsbelastung.

(4) Der Leistungspreis für die Staffeln 1-7 und A-D kommt nur dann zur Anwendung, wenn eine Leistungsmessung durchgeführt wird, wobei der Leistungsanteil 80% des Netznutzungsentgeltes nicht übersteigen darf. Zur Ermittlung der Basis für die Verrechnung des leistungsbezogenen Anteils des Netznutzungsentgelts ist das arithmetische Mittel der im letzten Abrechnungszeitraum monatlich gemessenen höchsten stündlichen Durchschnittsbelastung heranzuziehen. Sofern bei der Ermittlung des Netznutzungsentgeltes die Daten für die Berechnung der Durchschnittsbelastung nicht vorhanden sind, sind die vertraglich vereinbarten Mindestleistungen heranzuziehen und dem Netznutzer zu verrechnen.

In the context of electricity, this is "power metering" and a "Leistungsmesser" is a wattmeter - Ernst, Woerterbuch der industriellen Technik. For gas, I think that "metering" on its own might do.
