Why not just literal? What it means is that when a sheaf of free leaflets or brochures is delivered to households, it is planned how they are to be inserted into each other to make a convenient "roll" for the delivery people. BTW many people in Germany don't like getting all this unsolicited stuff and the people whoo deliver it usually get a very low wage. For this reason they vtry to earn a bit more by putting advertisments from many differemnt sources together and delivering them all at once, once or twice a week.

Sometimes the extra advertisements are included with a paid subscribed-for daily newspaper and sometimes with a free newspaper that every household gets, the principle is the same.
