agree  Rintje: ....at lifting and swinging (of the load); this balanço means the swinging of the load, not the overhang of the crane, which is a known value; the swinging causes an additional eccentrictiy

  -> Not from the swinging load, but from the crane bridge itself when it travels with an eccentric load.
