This is a reference to the discussion going on in Germany at present about plans to invite computer experts from abroad to work here, as there are not enough resident in Germany; these would then been given "green cards". "We are not dependent in green card holders to programme our homepage" - a bit of a snide reference to this issue, I think!

"For the programming of our homepage we don't need to rely on green-card holders." --- (the sentence could of course be restructured.) To be employed in the U.S., non-citizens need a "Green Card" from the Department of Justice that entitles them to work here. The sentence presumably alludes to the fact that the respective organization doesn't need to rely on immigrants that will program for lower pay.(There is a great shortage of good programmers in the US, e.g. in Silicon Valley. Many fine programmers come from India and other overseas locations.)

As was noted above, this refers to the current political can of worms in German employment policy. Loosely based on the American green card (document/ID for legal immigrants), the German government proposes to help fill the huge demand for programmers by granting temporary visas to qualified immigrants. No one seems to like the idea except for those who proposed it, but it does draw attention to the fact that most German companies outsource their programming to foreign resources (mostly in Hungary). In other words, translate "Green-Card" as green card and enjoy your tea. HTH, Will
