Wieso "moved OF the market"? Nicht vielleicht "OFF", obwohl das hier auch wenig Sinn zu ergeben scheint?

Explanation:
could it be possible, that "short" here might not be referring to a "financial community international expression..."

Because generally to "move outright short of" I would understand as being: "moving just short of" as in, being on the limit of something- in this case the market.
