Is this CEV in France o in another french speaking country?
There is indeed a Contrat Emploi Ville, which is a kind of back to work job effort financed by a town and is indeed paid in by the local inhabitants in their taxes. But I am surprised this is even mentioned in a text to be translated as these jobs are so rare and can be so badly paid, unless they are part of a local corrupted town administration of course, that I doubt many citizens have even heard about them. But for a current local scandal involving those, I would never have heard of them myself.
