Department of Motor Vehicles? This isn't exactly a place, but it's a commonly used abbreviation in the USA.

Why keep us guessing? We can't help if you are so parsimonious with information. What is the full context in which you have come across the term? What is the rest of the document about? What sort of clues are there to the meaning of the abbreviation and what thoughts have you had so far?

Without any sort of context (at least what part of the world we're talking about), this is my guess. It's an abbreviation of District of Columbia, Maryland and Virginia, used for the Washington Metropolitan Area.
