I now know a lot about "Avis techniques" apart from the English translation. I note that this question has been asked before in Proz but I am still unsure. Previously on Proz "Agrement certificate", "Technical evaluation" and "Technical report" have been suggested. I am not too happy with Agrement Certificate" because it seems to indicate approval whereas the text consists of technical data supplied by the manufacturer with, I think, a view to obtaining an "Agrement certificate". Help appreciated as always

What does the French mean?
If the French Avis Technique in your context MEANS "submission of technical data with a view to obtaining Technical Approval", then that is what you should put.
We see the same with Permis de Construire, as in permis de construire (déposé) le 6 juin 2010, i.e. it refers to the application, not the granting thereof. While this might be clear to the French reader, hardly so for the English. Maybe just this once we are more Cartesian than they.
As for the translation of A.T., as you say, many offerings have been made to the god thereof.
Note that at the European scale, Agrément technique européen (ATE) is "European Technical Approval (ETA)".
