Given the context, I would say that this refers to establishing the future plant's electrical load - i.e. required for start-up, normal operation and also taking into account peaks and future expansion. Based on all these data, the team in charge will choose an utility provider or use their own power-generation systems.

Hello. I apologize for the confusion. The formula does put things into perspective, as clearly "m/s" points to velocity rather than electrical power, although due to the lack of context, I first assumed it related to the power requirements of the future plant.

Given the new data, I assume this is the surface velocity of the wastewater flow. The rate of flow is important in a treatment plant as the slowed-down velocity of the wastewater allows grit and sand and smaller particles to be removed.

I would use "surface flow velocity" or "surface velocity of the flow" of the projected plant. Obviously, it's not the volume of effluents as that would have been formulated differently.

I sure hope this makes sense in your context and that the other formulas corroborate this conclusion. By the way, are all your questions about a single site/project [ie. the pre-treatment plant?]
