is what comes to mind - but I'm slightly hazy as to just what they are trying to convey, and why they have chosen to juxtapose this with "where there's a will there's a way".

as you look for a proverb, this one clearly includes both preparation and effort in order to achieve something...

This seemed to fit best. The emphasis from the context was more on people who pursue their goals single-mindedly and with persistence.
