neutral Sajjad Hamadani : Dear Assem: Accuracy is the goal not the points. Here is another interesting link http://www.easternct.edu/personal/faculty/pocock/ranks.htm now if the person has two stars he/she is Rear Admiral. Military and Navy same titles mean different ranks

Rear Admiral (Staff)

Greetings.. ahalan wa sahalan.

The rendition of that Arabic military (naval) rank, along with the person's associated qualification as a "Staff Officer" based on completion of a course at a command and general staff college) would be thus in:

British military English: Rear Admiral (Staff)

American military English: Rear admiral
(US military usage does not normally include the qualifier as a staff officer after the name of a rank)

Accordingly, the decision to include that "Staff" designation in an English translation depends on the nationality of the intended readership

Brigadier General أَمِيرالاي is above the Commodore rank, a Brigadier General is an army officer of a rank between General and Colonel; officer commanding a brigade on the other hand a Commodore is a military rank used in some navies for officers whose position exceeds that of a navy captain, but is less than that of a rear admiral.
Rear admiral is a naval commissioned officer rank above that of a Commodore and Captain, and below that of a Vice Admiral. In most armed forces it is referred to as a two-star rank. An American commodore is not a permanent rank, recognized by government.
In the history link, you posted, it is clear that it was just a temporarily assignment for Captains for commanding a small number of ships at that time which was reversed With President Reagan's signature on the Fiscal year 1986 Defense Authorization bill, O-7 officer were again called rear admiral (lower half).
