In other words, if one party is in breach of the contract, this clause describes possible breaches and the recourse available to the other party

According to Eliyahu Mozes, saadim, too, can be translated and remedies.
Measures simply doesn't fit this context. Relief is another possibility, but for use as a plural, remedies is preferable
