Yes, since it's a special, not a general, power of attorney, it's limited to the enumerated powers. So far, all we know is that it's for the purpose of selling property-- probably a particular property.

Thank you for those comments Rufinus : I understood it was a power of attorney (though I had my doubts ...) but wasn't sure if other terms existed in English.

perhaps more significantly there are plenty of Ghits for "pouvoir à l'effet de" followed by an infinitive, how about closing this question and asking another with "pouvoir à l'effet de" ?

The 0 Ghits is because 'pouvoir' and 'a l'effet de vendre' are usually split up in the sentence. Run 2 Gsearches
pouvoir "a l'effet de vendre" and
procuration "a l'effet de vendre" and page through the relevant hits-- there are many....

The English term I put in quotes: "Power of attorney to sell land". The purpose being to show that it's a common English term and concept. What else could the French possibly mean? It can't be a 'mandat de vente'...

'Power of attorney to sell land" gets 1130 Ghits. The purchaser needs it for the 'avant contrat'... he's not going to sign a contract with somebody who isn't the owner, and doesn't really have the power to sell the property.

It's just a power of attorney to sell the property. Nothing unusual about the term. The future purchaser isn't going to sign it- it's being sent to him by the attorney-in-fact (the person given the power to sell) to prove he has authority to sell the land

But essentially "à l'effet de" means (methinks) "for the purposes of"
So it's another way of saying "power (of attorney) to sell" ...

Slip of my fingers ... I should have typed "to the future seller" - the letter is to a property owner regarding a power of attorney - maybe I don't need to search for another phrase, but "pouvoir à l'effet de vendre" is new to me - I was looking for an alternative phrase.
