The aircraft collided with high tension wires, crashed and caught fire. The crash killed five of the seven crew members and 43 of the 58 passengers.

With any luck, the money saved by cutting those approaches will go into creating new Wide Area Augmentation System (WAAS) GPS precision approaches. The FAA's recently approved budget includes several million dollars to continue creating those approaches, with offer minimums similar to precision Instrument Landing System approaches, but without any equipment on the ground at the airport

Efectivamente es aproximacion directa para cualquiera de las dos pistas paralelas. Tambien hay circular y otras tres màs.
NC es la identificacion del radio faro del que se habla.
En tierra se le llama radiofaro o NDB "Non directional beacon" y el equipo que està en el aviòn para ello es el ADF.
Palabras mas, palabras menos, se habla de que en caso de aproximacion directa para las pistas 4L o 4R hay que extender el tren de aterrizaje sòlo despues de pasar ese radiofaro para cumplir con el procedimiento de abatimiento de ruido del aeropuerto en particular.

Los NDB todos tienen diferente identificacion y se usan siglas, al igual que los VOR. NDB de Cali (CLO) Bog (BOG) normalmente son tres letras pero si se trata de radiofaros en una aproximacion entonces es una o dos letras.

Lo del procedimiento de abatimiento del ruido (noise abatement) lo obtuve del texto completo.
