Context Here are 2 phrases from the case records in which the term is used:
"Respecto a los correos electrónicos que fueron recibidos, se puede advertir la preparación que durante meses se realizó para la abrupta salida de los inculpados de mérito".
and
"...los teléfonos móviles que habían sido asignados a cada uno de los inculpados de mérito..."

John, I can't find "de mérito" anywhere but I should say that "inculpado" used as an adjective, translates as: "innocent"/without guilt", according to the Cabanellas-Hoague Legal Dictionary. You might bear this in mind:-)
