This is confusing! Elsewhere the article refers to "l'amont du bassin versant" which I have translated as "the upstream part of the drainage basin", but obviously this is not the case here. This is the context:

"...il est indispensable d'aborder la question de l'aménagement de l'ensemble amont du bassin versant."

With "l'ensemble" now placed in front, the "amont" has lost its definite object, leaving me unsure whether to assume that it means "the whole of the upstream part...etc" or something else.

Any help gratefully received.
