11 The ramp and the substructure base box were placed above the test anchor for load test. (rough estimate 5% of the heavy loads)
12 The substructure was not assembled
13 A lot of water boxes (no drain holes) were recognized in the connection substructure – ramp.
14 No satisfied access to several pin connections. No possibility to hammer the pins out.
15 On several points we observed no good access to the bolt connections. Only open wrenches can be used.

Думаю, что так. Это список недоработок и, вполне возможно, что в металлоконструкциях вода скапливаться не должна и отверстия нужны. Баки не могут быть случайно обнаружены, IMHO.

It is a U-profile with the U up, the water may collects in the U profile without the possibility to go out. Result is corrosion. Darin holes to be drilled is the way to get the water out.
