I just looked up "Wiederbesetzungskette" under www.google.com and found several entries for which the English translation is "reoccupation chain". You can also get a lot more information on the subject by comparing the German texts on the subject with the English translations (where available).

disagree StefanR : "reoccupation chain" does not exist as an expression,if it does it is someone's invention rather common use. "Reoccupation" means to take over a country, building, etc. again; has nothing to do with employment, employees, etc.
