As far as connotation (at least used among Mexicans and Central Americans), I would say it could be either "that doens't matter" or "no matter".....there is a slight connotation difference, and "no le hace" covers either one.

It depends on the context, but in Spain it is usually used this expression as a synonim of No me apetece or No tengo ganas de hacer algo.
