or doorlopende premie

Under the heading "Verdientermijn"
De aan de tussenpersoon toekomende doorloopprovisie is pas verdiend, nadat volledige premiebetaling voor de desbetreffende verzekering aan de gevolmachtigde heeft plaatsgevonden.

would this be annual commission or something else?

continuation premium

I tend to agree with Dave, but get quite a few googles for 'continuation premium'. This could be US terminology.

Further, Woordenboek Verzekeringsbedrijf N-E/E-N [Vermeij/Kluwer Bedrijfsinformatie] translates 'doorloop' in various contexts, e.g. doorlooptijden, doorlopend, doorlopende kosten/notering/polis/provisie, in various ways (through-put times, tacit renewal, annual costs/exepnses or recurrent costs/fees, continuous quotation, first year plus renewal commision, respectively). I don't know very much about insurance ("gelukkig heb ik meer verstand van... uh ... techniek"), but this terminology might be worth checking out ;-)
