je complète : to recurr = action de refaire quelque chose. Ex : un étudiant récurrent est une personne qui après avoir travaillé pendant un certain temps, reprend des études. Donc dans ce cas, je pense qu'il s'agit de la 2e guerre engagée contre Sadam, la première étant celle qu'il avait déclarée après l'invasion du Koweit. En tous cas, c'est ce que me suggère le texte.

Je crois que je me suis mal fait comprendre : oui exactement to appeal = avoir recours à mais pas "to recurr" ainsi que je l'explique plus haut. Bien sûr de toutes façons il n'y a pas eu recours au forum international.
