aconage = lighterage

Lighterage is basically the service through which cargo (generally, but not necessarily) oil is transferred from ocean-going vessels or supertankers to smaller vessels for further shipping to ports that cannot accommodate such large vessels.
Caisse des pre^ts immobilier could be either (a) a private building society or (b) a public mortgage loan institution. I am not at all familiar with Moroccan institutions, but this is the general gist.

The "smaller vessel" mentioned above is technically known as a "lighter", hence the term "lighterage".
Régie d'aconage du port = Port Lighterage Authority or something to that effect. Even just "Ligtherage Authority" or "Lighterage Office" would do well.

In light of the Convention between Canada and Morocco for the Avoidance of Double Taxation, it seems that Caisse des pre^ts immobiliers is a public mortgage loan institution (just like the "Lighterage Authority" is a public body). I would rule out the "building society" solution put forward above. You can look up the convention on the internet. (do a search on "Canada" +"Morocco" +"Double Transaction"): Also NOTE that in the ENGLISH LANGUAGE version of the original treaty text, both these terms "Régie d'aconage du port" AND "Caisse des pre^ts immobiliers" appear UNTRANSLATED. Perhaps, it would be best to follow the same policy, possibly including an approximative English language transation in brackets.
