I don't know what NVE stands for but the (Canadian) reference gives NDA in French version and NES in english version. With Google define:NES gives the meaning above which seems to make sense.

: NDA = non dénommé ailleurs,so maybe NVE is just a literal translation (too literal): "niet vermeld elders" (instead of niet elders vemeld), in which case you're right about the English.
