I just translated 'des arbres en haute tige' as 'standard trees' after a great deal of Googling! Is it talking about trees here?

agree  Bourth (X): Indeed. From my notes : Arbre de haute tige - Standard tree (as opposed to dwarf, semi-dwarf), free-growing tree, Arbre tige - Standard tree. They usually specify tree types, so there are not too many leaves for people to slip and fall on in Autumn.

Explanation:
Is this with regards parking... ie for the 85 vehicles..... in which case 3 parking spaces with high clearance are required..... ie parking for tall vehicles..... or maybe I just have got hols of the wrong end of the stick entirely.

Explanation:
Since they don't specify trees in these sentences, I think what they mean is high plants (as opposed to shrubs). Of course, this only works if the parking lot is an exterior one. "Bed" might be a good translation of "plantation" in this case, at least. If they don't mean a bed, they might mean:

...with a minimum of one high plant / standard tree per 3 parking spaces

If this isn't an exterior parking lot, then... oops. Hope this helps.
