This is at the very bottom of an arrest warrant. I've consulted Black's Legal Dictionary et al (I do know what it means in English) and the Juridisch Lexicon, but am coming up empty for an appropriate Dutch translation.

Geen wonder. Er is geen vergelijkbare uitdrukking in het NL recht. Volgens the Law Dictionary kan het gevangenisstraffen opleggen. Dus is in NL de arrondissementsrechtbank de laagste authoriteit (behalve voor een paar gekwalificeerde overtredingen). Ik zou er 'de bevoegde rechtbank" van maken. Dat kan nooit fout zijn.
