Looks as if it would be easy to find but it is not. Could be slang; quote marks indicate it is outside of its usual context.

You will find references to this in quite a lot of QA literature. The implication is that the end product should be determined by the manufacturing process, not the often wasteful routines of inspection. Get your processes right and the product will turn out right.
