Just a suggestion, in case - this being a modular building - they are proposing to use standard pods.

Otherwise, I can only agree with "units", even if "lots" does, in theory, mean "work packages", a "set" of items, which will vary from one building project to another, so not be standard "market" items,taken globally. But it may mean that FOR said packages, they will use commercially available items, rather than have stuff specially designed.
