I can’t find this in any dictionary in any sense that fits.

- Ну можно конечно ввести полнейшие запреты на распространение всякой порнографии, ввести запреты вообще на все половые сношения, преследовать по закону тех, кого засекли. Но все это было пройдено, пройдено в странах Запада, ни к чему хорошему это не привело.

Incidentally, does anyone know which western country has imposed these bans?

And I don\'t think the person knows which western country he is talking about. People often say this meaning that a lot of things we are going through have already been tried in the West.
