accord it the effects of registration for which purpose...

In other words,

....for legal purposes it will come into force solely for those appearing who decide to accord it the effects of registration for which purpose it is in writing with authentication of their signatures.

So it will apply from the date of signature as between the parties but in order to take effect as against third parties a party wishing to rely on it must register it, and to do so it is in writing with authenticated signatures.

That's my tentative reading.

What often happens with many agreements is that bind the parties but not third parties unless registered and this may well be the case here. It doesn't really affect the answer though but it would be interesting if anybody actually knows about capitulaciones in what is presumably Colombia.

agree AllegroTrans : yes it is right but how about reducing it to plain English?
