I'm currently translating a document on the newly created Supplier Payment Financing Fund (FFPP) in Spain and would appreciate any help translating the above phrase in the following context:

El crédito sindicado tiene el aval del Tesoro Público que, a su vez, contará con la garantía de la Participación en los Ingresos del Estado (PIE) de ayuntamientos y comunidades.

Share of National (Tax) Revenue

I've capitalised it to match the original.

This is what it means, and I think this expression is the most suitable. It is used in the section on Spain in the following very useful study, "Strengthening regional and local democracy in the European Union", Volume II:

"3.3 The budget of regional and local authorities: the local authority
share of national tax revenue" (p. 410)
"The mechanism established under Law 39/1988 for determining the local share of national tax revenue takes the form of a predetermined percentage which is index-linked to national tax revenue. It should be noted that the new legislation due to enter into force on 1 January 2004 will partially amend this system and give local authorities a larger share of state revenue." (p. 415)

The 1998 law referred to here is the Ley Reguladora de las Haciendas Locales, revised in 2004. In both versions of the law the term used is "participación en los tributos del estado"; it means the same thing.

TRLRHL means "Texto Refundido de la Ley Reguladora de las Haciendas Locales

If you prefer, you could use the more literal version "Share of National Revenue", but it amounts to the same thing, and including "Tax" makes it clearer and is closer to the correct legal term.
