It is for a UK audience. It is a letter from "Oddelenia dokladov" of "Odboru poriadkovej polície" of "Okresného riaditeľstva policajného zboru SR" to DVLA in the UK regarding an exchange of a British driving licence for a Slovak driving licence or thereabouts.

Can I just say this is why some of the stuff I have to proof is so just bad. When you make the English version sound just like the Slovak version, the point sometimes is just not there. We need to make the target text UNDERSTANDABLE for the English reader, and so no, Kristian is not right and frankly saying "civil police" is just like Stuart said, it is as opposed to military police, There's a huge difference.

Of course, it is always difficult to translate into different cultural environment, but description of tasks of "poriadkovej polície" reminded me Ed McBain's frequent distinguishing among detectives (who does not wear uniform) and constables (who perform all the dirty work and usually wear uniform).
So, in this case I would go for Police Contable Corps, POlice Constabulary or something similar. Paradoxically, Kristian is quite close.

@Hannah Agreed, that seems right. I don't know if the asker is translating for a UK or US audience, but I think a good compromise might be "Public Order Division (or Department, as preferred)".

I dealt with this about 2 years ago and in my context I was able to get away with using "patrol" in the sentence because it made complete sense. Is this designation a remnant of communism maybe? The Slovaks I asked about it said riot police might be too narrow of a definition as Stuart said, because their duties encompass a much greater range, but "civil police" sounds odd too, and maybe fitting for China but not Slovakia? An Americanism would probably be "beat cop" - the police that patrol the streets and encroach where necessary, but do not, say, investigate crimes.

This Article also uses civil uniformed police for China and civilian police. Either of these might work.

Vďaka. Áno, ale hore je len - poriadková polícia. Odbor poriadkovej polície je - Public Order Police Department alebo Section - lebo pod tým je ešte - Oddelenie dokumentov, čo tiež môže byť alebo skôr je department.

judging by Google images, I’d agree with the dictionary suggestion of “riot police”, although poriadková polícia duties may be more far-reaching

I came across this term riot police, however in a different context, This is a header of a document sent from Slovakia to the UK police just notifying that they are returning a driving licence. This does not fit in here. Sorry if i wasnt clear in the question
