Portuguese to English Bus/Financial Accounting expenditure

This is a heading on a financial document relating to budgeting and expenditure of a state institution. In the section on fuel expenditure, a distinction is made between 'combustível para expediente', for the day-to-day running costs of the institution and 'combustível para as viagens em missão de serviço'. I am sure there is a standard phrase for such a category in EN, but though I've got lots of ideas (operational? running? day-to-day? routine? office business? etc etc) I'm not sure how best to head this in EN.

All thoughts on a standard and/or clear term in EN would be much appreciated.
