It is possible to rewrite whole paragraphs of a legal document so that it reads well while remaining faithful to the original. Just because it's long, wordy and repetitious doesn't mean your translation should be.

As Adrian points out, 'in maniera scrupulosa e assoluta' is redundant - you either comply with the law, or you don't.

So I suggest:

In accordance with law no. 401/1989, refrain from acting as an intermediary in signing gaming account contracts and reselling top-up cards, and from accessing players' accounts to collect stakes, either directly or as an intermediary...

The last few words of my translation may need tweaking, as you've omitted the end of the sentence.

to observe, scrupulously and unconditionally, in the course of /throughout/ the activity of underwriting / executing -> sigining up to.... (nell’attività di sottoscrizione), the ban, prohibition or restraint *on*...

-> in scrupulous and unconditional manner is 'otiose' (redundant), as in the Italian word - taught by my Südtiroler teacher of Italian - for a business: ne-gozio = no leisure (AmE) leezure-time.
