Hi, am having trouble understanding and translating bilancio preventivo e programmatico. What is the difference? If I put budget forecast for bilancio preventivo (although all budgets are forecasts) and budget plan or draft budget for bilancio programmatico (although all budgets are plans or drafts until they reach the "bilancio consuntivo" stage which I have translated as "final budget", i.e. approved by the Board), I still don't understand the distinction and these translations do not seem to make the distinction clear in English.

"1.4. La Fondazione pubblica sul proprio sito internet le seguenti informazioni istituzionali: nome; codice fiscale; contatti; scopo; bilancio preventivo e programmatico; bilanci consuntivi approvati; generalità degli amministratori e rispettivi poteri o deleghe; remunerazioni per tipologia di dipendente e rimborsi spese."
