Im Kontext heißt es: Ist die Messung von einzelnen Teilflächen innerhalb eines zentral versorgten Gebäudes nicht möglich oder unverhältnismässig, so sind diese Teile nach 100 Prozent Festschlüssel (in der Regel Fläche oder Raumvolumen) abzurechnen". Daraus folt dass die Heizkosten nur nach der Wohn- oder Geschaftsfläche verteilt werden. Das wäre also der 100 %- Festschlüssel.
Zur Schweiz:
Üblich, aber rechtlich nicht unbedingt zwingend ist es, die Heizkosten entsprechend der Wohnfläche auf die einzelnen Mietparteien aufzuteilen. Manchmal wird auch auf den Kubikinhalt der Wohnungen abgestellt.
