I have been very bewildered because 'feste Rechnung' gibt es nicht.
A 'Rechnung' is by definition very 'fest', so you don' have to add 'feste'. I beleive a foreigner wrote it or very 'müde' German but he/she meant 'feste Bestellung'. To strengthen it you would use 'verbindliche'.
